In March 2022, approval was obtained at the London Borough of Waltham Forest planning committee for the construction of a residential development at 278-284 Hoe Street, consisting of 66 dwellings, for which Pulsar provided transport planning advice.
The approved scheme, located in close proximity to Walthamstow Central Station, has excellent transport connectivity including nearby tube / rail services, a major bus station and a comprehensive network of cycle routes.
The scheme involves the demolition of the existing building and the construction of a single 18-storey residential building, including 66 build to rent units, which will be entirely car-free. The building will also include an amenity, lounge and work space at ground floor level and a gym at first floor level. Cycle parking will be provided at first floor level, accessed via a bicycle lift, to allow for a new covered external area of public realm, named ‘The Yard’, connecting Priory Avenue to Station Approach. A new loading bay will also be provided on Station Approach to allow deliveries and servicing of the development to be undertaken without affecting the busy roads surrounding the site. A Stage 1 Road Safety Audit was undertaken to demonstrate that the proposed arrangements would be acceptable in principle.
Pulsar provided design input on various transport related aspects of the scheme including the cycle parking and servicing / deliveries arrangements. The process involved a significant amount of consultation with the London Borough of Waltham Forest, as well as Transport for London, to ensure agreement with the scope of assessment and the design of the scheme. Pulsar subsequently supported the planning application by preparing a Healthy Streets Transport Assessment, a Residential Travel Plan, an Outline Construction Logistics Plan and a Delivery & Servicing Plan.
